Never switched on: the register

On its own, each piece looks dull: an Act, an order, a minister's name. Lined up together, they show patterns nobody publishes. We join the dots with real records, so you can see what's going on and decide for yourself.

127 UK Public General Acts passed from 2010 to 2025 still have at least one part (a section or schedule paragraph) not in force, as of 9 October 2026. 80 of them are at least five years old (79 if you leave out the Sentencing Act 2020, a consolidation Act). Each Act links to its page on legislation.gov.uk, so you can check every line yourself.

Explore the detail

• Source: legislation.gov.uk open data (revised and as-enacted XML), read on 9 October 2026.
• A part is a section or a schedule paragraph. Parts inserted later by other Acts are left out.
• Not in force means legislation.gov.uk marks the part "Prospective" and its text is still on the statute book.
• Partly in force is read from legislation.gov.uk's commencement notes, so it's an estimate.
• Last switch-on order is the most recent commencement instrument legislation.gov.uk records for that Act.
• legislation.gov.uk still has commencement changes it hasn't applied to 29 Acts, so a few rows may already be out of date. Some gaps are deliberate, such as emergency backstops. A one-line amendment counts the same as a whole scheme.
